REMSA is the Regional EMS Authority and operates under an exclusive franchise granted by the Washoe County District Board of Health. As the Ambulance Authority, REMSA is ultimately responsible, and oversees, all aspects of air and ground ALS and critical care ambulance services within Washoe County, Nevada, using a public utility model. REMSA is a 501 (c) 3 not-for-profit organization, non-subsidized, self-supporting organization.
REMSA created Regional Ambulance Services, Inc. (RASI) as a wholly owned subsidiary of REMSA. RASI operates under a performance contract and is the operational management division of the organization. RASI's ground contract is similar to others in high performance systems and based upon performance expectations in many areas, including ensuring compliance with the REMSA Franchise. RASI also provides staffing for Sierra Medical Services Alliance (SEMSA) which provides ambulance services in Lassen County (Susanville), California and wheelchair car services in Washoe County, Nevada. Care Flight, RASI's air service component, has been caring for patients in Northern Nevada & North Eastern California since 1981. Care Flight has four AS350 B3 AStar's and now includes bases in Reno and Gardnerville, Nevada and Truckee, California.
